INILAHAD ng Senate Blue Ribbon panel na overpriced ng nasa P979 milyon ang laptop project ng Department of Education noong 2021.
“The supply and delivery of laptop computers for public school teachers under the 2021 DepEd laptop for teachers project was overpriced by at lease P979 million,” saad sa committee report.
Maaalala na sa 2021 audit report sa DepEd, sinita ng Commission on Audit ang ahensya sa pagbili ng P2.4 bilyon halaga ng laptop na diumano ay overpriced lalo na ang mga ito ay mabagal na at outdated.
Naunang nagbigay ng estimate cost ang DepEd na P35,046 kada laptop ngunit kalaunan ay tinanggap ang presyo ng Procurement Service-Department of Budget and Management (PS-DBM) na P58,300.
Ayon sa report ng Blue Ribbon committee, “highly irregular” ang presyo ng PS-DBM na resulta ng kanilang manipulated market survey.
Ito ay tinanggap naman at inaprubahan ng DepEd nang walang tanong-tanong.
Dahil dito ay inirekomenda ang paghahain ng graft at perjury charges laban sa ilang mga dati at kasalukuyang opisyal ng DepEd at PS-DBM na kinabibilangan nina DepEd Undersecretary for Finance Annalyn Sevilla; DepEd Director for Information and Communications Technology Service Abram Abanil; Former DepEd Undersecretary Alain del Pascua; Former DepEd Assistant Secretary Salvador Malana III; Former PS-DBM Head Lloyd Christopher Lao at Former PS-DBM Officer-in-Charge Jasonmer Uayan.
Habang inabswelto naman ng Senado si dating DepEd Secretary Leonor Briones at sinabi ni Senador Francis Tolentino na nagamit lamang ito.
Ang 197-page na report ng Blue Ribbon panel ay pirmado ng 12 senador.
