Yamsuan calls on PNP to ensure rule of law, human rights respected in implementing 100-day election security plan

Representative Brian Raymund Yamsuan has reminded the Philippine National Police (PNP) to ensure that the rule of law prevails and that the rights of citizens are protected in carrying out its 100-day security plan to ensure the orderly and peaceful conduct of the May 2025 elections.

At the same time, Yamsuan commended PNP chief Gen. Rommel Marbil for rolling out the security plan, which the latter said would focus on the deployment of personnel in election hotspots, the setting up of checkpoints, and intensified intelligence operations.

“We commend General Marbil for preparing early to ensure that Filipinos are able to vote securely and peacefully come Election Day,” said Yamsuan, a former Assistant Secretary of the Department of the Interior and Local Government (DILG).



Marbil said that in the implementation of the 100-day security plan, the PNP will also prioritize the dismantling of private armed groups, pursuing wanted persons, and stepping up operations against unlicensed firearms.

“The PNP will face many challenges in its efforts to keep the conduct of the elections safe, peaceful and orderly. Amid these challenges, we urge the PNP to ensure that due process and the rule of law prevail, and that the rights and the dignity of every law-abiding Filipino are respected and protected,” added Yamsuan, who is running as an independent bet for representative of Parañaque City’s 2nd District in the coming mid-term elections.

Yamsuan said PNP personnel should also keep in mind that they are to remain non-partisan in carrying out their duties and responsibilities.

On top of ensuring respect for the rule of law and human rights, the success of the PNP’s security plan also hinges on the seamless coordination between the police, other law enforcement agencies and the local government units, as well as the cooperation of our citizens, Yamsuan said.

He also cited the need for the PNP to ensure that its members undergo continuing training and education to familiarize themselves with police operational procedures and human rights-based approaches in enforcing the law.



As a member of the House Committee on Public Order and Safety, Yamsuan has constantly reminded the PNP during the panel’s hearings about the importance of continuing education and training for its officers to prevent misconduct and allegations of irregularities in the performance of their duties.

The Commission on Elections (Comelec) has identified at least 403 “areas of concern” in the 2025 midterm elections, of which 38 cities and municipalities have been marked as having the most severe security risks that could prompt the poll body to place it under its control.
