Dating konsehal ng QC kulong ng 36 yrs., mula pa ng P6.4m sa ‘graft’

NAPATUNAYAN ng Sandiganbayan si dating Quezon City councilor Dante de Guzman na ‘guilty’ ng four counts sa graft kaugnay ng nga iligal na pagbili ng P7.98 million halaga ng raincoats, tents, at sports supplies mula 2008 hanggang 2009.

Sa 104-page decision, hinatulan ng Sandiganbayan si de Guzman ng anim hanggang walong taon na pagkabilanggo sa bawat graft convictions (bale 36 taon lahat), bukod pa sa penalty na ‘perpetual disqualification from public office’ at civil liability na P6.4 million payable sa Quezon City government.

Sinabi ng anti-graft court ang mga pagbili ay tinanggap ng tanggapan ni de Guzman pero hindi ipinamahagi sa beneficiaries dahil ang area coordinators na nakatala sa distribution list ay hindi area coordinators ng panahong iyon, ayon sa prosecution witnesses na sina Rebecca Pacunla at Edward Gallardo.

Sinabi pa nina Pacunla at Gallardo sa anti-graft court na hindi sila nakatanggap ng alinmang supplies.
Sinabi ng Sandiganbayan, ang mga dokumento na may kaugnayan sa mga pagbili ay pineke, ang mga pirma rito ay ginaya lang.

“The names of the area coordinators in the distribution list for the tents, the distribution list for the kiddie raincoats and rainboots, and the distribution list for the food supplies, are the same, but the signatures above the names for each distribution list are different, indicating that someone just wrote signatures above the names to make it appear that the area coordinators received the pertinent items,” diin ng Sandiganbayan.

Pero si De Guzman ay napawalang-sala sa 4 counts falsification of public documents at 4 counts malversation of public property dahil sa kabiguan ng prosecution na mapatunayang guilty ito ‘beyond reasonable doubt’.
