Utol at mister ni VP Sara sangkot iligal na droga – QuadComm report

MAGSASAGAWA pa ng masusing imbestigasyon ang House Quad Committee sa umano’y pagkakasangkot ni Davao City 1st District Representative Paolo “Polong” Duterte, mister ni Vice President Sara Duterte na si Atty. Manases Carpio, at iba pang kilalang personalidad sa illegal drug trade.

Sa kanilang 51-page progress report na isinumite nung Disyembre 18, binigyang diin ng Quad Committee ang mga testimonya mula sa esource persons na sinas Jimmy Guban at Mark Taguba, na indinetalye ang pagkakasangkot ng mga miembro ng pamilya Duterte at kanilang mga kasabwat sa drug smuggling at corruption sa Bureau of Customs (BOC).

Si Guban, dating BOC intelligence officer, ay nagsabing binantaan siya at sinabihan na huwag pakialaman o galawin ang mga shipment nina Polong , Carpio, at Hong Ming Yang (alyas Michael Yang), patungkol sa magnetic lifters na nasamsam noong 2018 na may kabuuan halagang P11 billion ng mga iligal na droga.

“Based on information provided by Police Colonel Eduardo Acierto, Jimmy Guban discovered the existence of overstaying cargoes belonging to VECABA Trading, an unaccredited importer or consignee of the Bureau of Customs (BOC), which was reportedly owned by Hong Ming Yang a.k.a. Michael Yang, Atty. Manases Carpio, and Paolo Duterte. Subsequently, it was discovered that the cargoes contained two (2) magnetic lifters, which were found to contain illegal drugs,” saad sa report.

Sinabi ni Guban na ang pagpalusot ng illegal drug shipments ay posibleng nagawa ng “corrupt network of government officials and brokers within the Bureau of Customs (BOC),” ayon sa ulat, na pinatotohanan naman ni Mark Taguba, dating customs broker.

Ayon kay Taguba, ang shippers ay kailangang magbayad ng lingguhang suhol, na kung tawagin ay “Tara System”, para makasigurong mapabilis ang pagproseso ng kanilang shipments sa BOC.

Binanggit ni Taguba na siya’y sinabihang magbayad ng “enrollment fee” na P5 million para maging protektado ng tinawatag na “Davao Group” na pinamumunuan nina Polong at Carpio.

Ang “enrollment fee”, sabi ni Taguba, ay ibinigay niya kay Davao City 1st District Councilor Nilo “Small” Abellera, Jr., kungsaan pagkatapos nito ay inalis na ang pag-alerto sa kanyang shipments.

“Since 2016, it has been widely known among customs brokers and port workers that no activity within the Manila International Container Port (‘MICP’) and the BOC proceeds without the knowledge and approval of Pulong Duterte and Mans Carpio,” saad sa ulat.

Nakita sa ulat ang malawak na network ng drug importation, kungsaan isinasangkot ang pamilya Duterte sa pagpapasok ng malakihang shipments ng illegal drugs sa bansa..

“Key individuals involved in the illegal drug trade in the country, whether as importers or producers of drugs, appear to be linked to the ‘Davao Group’ or to the family of former President Rodrigo Roa Duterte, including Paolo Duterte and Atty. Manases Carpio, the husband of Vice President Sara Duterte,” sabi sa report.

Inirerekomenda ng Quad Committee ang malaliman pang imbestigasyon sa mga pagbubunyag, partikular sa may kaugnayan kina Carpio, Polong, Abellera, Jojo Bacud, “Tita Nanie”, at Allen Capuyan, gayundin ang mga ulat na may kaugnayan sa specific personalities sa illegal drug trade.

Inaasahang sa pagbabalik ng Kongreso sa 2025 ay marami pang hahalukayin ang Quad Comm sa mga nasabing ulat.\
