SEC. REMULLA SILIP ANG ‘PAIHI’ SA 3 LUMUBOG NA BARKO SA BATAAN

IBINUNYAG nitong Miyerkules ni Justice Secretary Jesus Crispin Remulla na ang serye ng “unusual mechanical failures” ng tatlong lumubog na barko, na naging sanhi ng malawakang oil spill sa karagatan ng Bataan, ay natuklasang mayroong rekord ng “long-standing illicit practice” na kilala sa “Paihi System.”

Nagsalita sa Kapihan Media Forum sa Department of Justice (DOJ), sinabi ni Remulla na sa insidenteng ito ay nasilip ang gawain na matagal nang hindi iniintindi ng mga otoridad.

Ipinaliwanag niya ang “Paihi” system na sanhi ng pagkalugi ng gobyerno ng bilyones na buwis at iba pang bayarin.

Ang “Paihi” system ay ang iligal na pagsipsip ng langis at iba pang petroleum products mula sa isang barko patungo sa isa pang sasakyang dagat, na nabibili sa murang halaga.

Ayon sa shipping industry sources, ang aktibidad ay kinasasangkutan ng halos lahat ng crew, kabilang ang ship captain, para manatiling sekreto.

Sinabi ni Remulla na mayroong partikular na grupo sa Batangas ang nagsasagawa ng “Paihi” system, na kumalat na sa ibang bahagi ng bansa.

“There are two types of Paihi. One involves bulk suppliers siphoning off a percentage of the oil, which is then passed on to consumers at higher prices as ‘systems loss.’ The Batangas-based group is responsible for the pilferage, a long-standing syndicate… The other type of ‘Paihi’ involves tax evasion—ships are docked side by side, and fuel is offloaded without paying duties or being marked by the Bureau of Customs,” pagbubunyag ni Remulla.

Sinabihan ni Remull ang Bureau of Internal Revenue (BIR) na magbigay ng estimate na pagkalugi ng gobyerno sa iligal na gawaing ito.

“I believe the losses could amount to hundreds of billions of pesos due to the syndicates that have entrenched themselves in the ‘Paihi’ of oil and other petroleum products,” sabi ni Remulla.

Iminungkahi rin niya sa oil companies na kumilos din laban sa “Paihi”.

“We have directed the National Bureau of Investigation (NBI) to help us eradicate this problem and address the ‘Paihi’ system once and for all, as it seems the oil producers, including the Big Three, have accepted that they need to pay the Batangas syndicate,” diin ni Remulla.
