PPRD pinuri ni Bong Go sa paglagda sa batas na magpapalakas sa mga kooperatiba

PINURI ni Senator Christopher “Bong” Go ang ginawang paglagda ni Pangulo Rodrigo Duterte sa isang batas na magbibigay ng mandato sa local government units na magtalaga ng Cooperative Development Officer (CDO).

Ang CDO ang titiyak na maihahatid ang mga pangunahing serbisyo at mga tulong sa mga tao sa pamamagitan ng organisasyon, promotion at development ng local cooperatives.

“Cooperatives are an important force in countryside development and nation-building. Not only have they contributed to the development of the sectors they represent but they have also encouraged the empowerment of their respective stakeholders and communities,” ani Go.

“We need a unified, whole-of-nation approach to ensuring development in localities. Kaya naman pinapahalagahan natin ang mga kooperatiba dahil tinutulungan nito ang ating mga kababayan sa pamamagitan ng mga kaalaman at serbisyong teknikal at pinansyal na ibinabahagi nito,” aniya pa.

Nilagdaan ni Pangulong Duterte ang Republic Act No. 11535, na co-authored at co-sponsored ni Go noong April 9.

Ang bagong batas ay amyenda sa R.A. 7160, mas kilala bilang ‘Local Government Code’, na naglilipat ng kontrol at responsibilidad ng pagbibigay ng pangunahing serbisyo sa LGUs.

Inisponsoran ito ni Senator Migz Zubiri, siyang pangunahing may akda nito. Sa ilalim ng R.A. 11535, ang munisipalidad o city government ay may opsyon na magtalaga ng full fledged CDO. Ang CDO ang mamamahala at magiging responsable sa development ng local cooperatives na rehistrado sa Cooperative Development Authority (CDA).

Ang CDO ang tutukoy ng grupo, sektor o komunidad na ioorganisa bilang kooperatiba at tutulungan ito na makapag-estabilisa ng key linkages sa mga ahensiya ng gobyerno, cooperative unions, federations at non-government organizations etc. para mapalakas ang cross-sectoral collaboration.

Sa tulong ng CDA, Department of Trade and Industry at relevant stakeholders, ang CDOs ay magbibigay ng technical assistance at iba pang porma ng tulong, gaya ng training, education o business and financial management etc., upang ang mga kooperatiba ay lumago at umunlad.

“We treat cooperatives as partners in this fight because we understand the role that they play in helping our communities overcome this crisis. Magtulungan at magbayanihan lang po tayo. Sama-sama nating malalampasan ang mga pagsubok na ito,” sabi ni Go. (PFT Team)
