Isang bukas na liham ang ipinadala ng isang anti-corruption watchdog sa Pangulong Rodrigo Roa Duterte na dumidetalye sa mga kalokohang nagaganap sa isang puerto sa Bataan.

Ibinunyag ng grupong KABARO PH sa pamumuno ng isang Mark Lopez ang mala-anomalyang sistema na ipinatutupad sa nasabing pantalan na ginagawa ng umano mismo ng mga opisyales ng iba’t ibang ahensiya ng gobyerno.

BOC, BI, BOQ corruption in Bataan Port

Dear President Rody Duterte,

Bakit ganun?
Itong mga ahensya tulad ng Bureau of Customs (BOC), Bureau of Quarantine (BOQ), Bureau of Immigration (BI) and other service providers eh apparently taking advantage of the situation sa Capinpin Port sa Bataan, na recently eh ginawang International Maritime Crew Change Hub ng DOTR at ng PPA.
Mr. President, ang siste eh naging racketeering opportunity ung magandang intensyon ng Admin mo na kilalanin ang bansa bilang responsive and dependable na CREW CHANGE HUB nga.
Balitang balita ngayon na kumakamal ng lots of cash by padding the collected fees, at ipatong ang kanilang mga unauthorized “facilitation” fees.
Isang insider sa crew change facility at Port Capinpin in Orion, Bataan eh may pinakita po sa akin na spreadsheet kung saan these agencies are charging more in “facilitation” fees compared sa ibang designated crew change hubs sa ibang ports.
Nag detalye yung insider, at pibakita sa akin ang cost comparison between the Port of Manila, another crew change hub, and Port Capinpin.
Sa Capinpin, ang BOC, BI at BOQ and ung mga kasabwat na service providers eh sobra talaga ang patong in “facilitation” charges which in turn, jack-up the costs of charges and fees collected from mariners and ship owners related to Customs Bonding, Immigration Boarding Inspection, Medical Quarantine, Plant/Animal/Fishery Quarantine, and Incidentals To Port Authority Charges.
Kasi po, ang Fees for Customs Bonding, Customs Entrance Clearance, Customs Inspection, Medical Quarantine, Plant/Animal/Fishery Quarantine, and Incidental to Port Authority Charges ay nasa $500 lang halos sa Port of Manila, pero sa Port of Capinpin, pag sinama yung padded “facilitation” fees, lumalabas po eh $2,850, or a difference of $2,350.
Putres, may mahigit na P100,000 na over charge!
Bukod pa po eh may padding charges for Immigration Stamping, Customs Conduction, Crew Changing Fees, Ferry Boat Boarding Formalities, Attending Agent Fees, Handling Fees, and for Agent Transportation to include the “facilitation” fees that go to the BOC, BI and BOQ.
Immigration stamping sa Port Capinpin ay nasa $600 samantalang $200 lang sa Port of Manila. Tapos po, ang Customs Conduction ay $600 at the Port Capinpin while it is only $100 at the Port of Manila.
Bale ang Crew Changing fees total $1,500 sa Capinpin compared to $800 at the Port of Manila, or a difference of $700.
Pag tinotal po natin Mr President, the Port of Manila only collected $14,850 in fees for the crew change hub operations, tapos ang Port of Capinpin po eh $20,345, or a difference of $5,495.
$5,495 x 48.40 (exchange rate today Oct23) ay tumataginting na P265, 958!
Ang isa pang glaring Mr President eh nagbaba nga po ng Port and Anchorage Fees ang PPA kasi nga po pandemic tayo, at isa na ho ito tugon sa panawagan nyo.
Kasi po, ang Port due at the Port of Manila is at $7,290 while the same has been lowered to 50% or only at $3,645 at Port Capinpin. Likewise, anchorage fee at Port Capinpin eh 50% din ang reduction at $900, compared to $1,800 collected at the Port of Manila.
Kaya din naman po ginawa yan eh para din daw po ma engganyo ang mga shippers na gamitin ang Capinpin at iba pang ports para mabawasan din ang congestion sa Port of Manila.
Naku Mr. President, please lang po.
Baka dapat eh mag huramentado na kayo sa BI, BOC at BOQ.
Hindi po sila nakakatulong, bagkus, dumadagdag pa sa sakit ng ulo nyo at ng taumbayan.
Pati mga shippers at kanilang mga principals eh turned off na turned off sa style ng mga ahensya na yan.
