P151M ORDINANSA PARA SA COVID-19 HAZARD PAY, PINIRMAHAN NI ISKO

NILAGDAAN na ni Manila City Mayor Isko Moreno kamakalawa ang ordinansa na naglalaan ng  P151 million para sa hazard pay ng lahat ng local government workers na pisikal na nag-report sa trabaho sa kabila na mayroong enhanced community quarantine (ECQ).

Ang Ordinance No. 8667 na nagsasaad ng  COVID-19 hazard pay na nagkakahalaga ng P500 kada araw sa mga city government personnel na pumasok habang may ECQ ang lungsod, ay nagkakaisang ipinasa sa konseho sa pangunguna ng Manila City Council Presiding Officer Vice Mayor Honey Lacuna.

Matatandaan na isinailalim ni President Rodrigo Duterte ang buong Metro Manila sa ilalim ng  ECQ mula March 17 hanggang May 15 bilang tugon sa COVID-19 pandemic.

Ayon kay Moreno ang P151 million budget ay kukunin sa Manila City government’s Personal Services and Special Activities fund and Maintenance at iba pang Operating Expenses fund.

“The payment of COVID-19 hazard pay is hereby authorized to city government employees and personnel who physically reported for work in their respective work stations during the implementation of an ECQ at P500 per day per person based on the following computation: P500 x number of days physically reporting for work during the ECQ from March 17, 2020 to May 15, 2020,” ayon sa alkalde na kino-qiote ang ordinansa.

Ang mga kabilang sa babayaran ng COVID-19 hazard ay mga regular, contractual o casual positions,  mga job order at iba pang katulad.

“The personnel shall have ben authorized to physically report for work at their respective offices or work stations on the prescribed official working hours by the head of department, bureau or office during the period of implementation of ECQ,” ayon pa kay Moreno.

Samantala, nilinaw naman ni Majority Floor Leader Councilor Joel Chua na hindi kasama sa COVID-19 hazard pay ng lungsod ang mga baranggay officials dahil hindi naman sila itinuturing na mga city hall employees.

Kung may pondo ang mga baranggay ay doon dapat kunin ang kanilang hazard pay na hindi lalampas sa P500 kada araw.

Ang ordinansa ay nilagdaan alinsunod sa  Malacañang’s Administrative Order No. 26, series of 2020 na naglalayong pagkalooban ng  COVID-19 hazard pay ang mga government personnel na pisikal na nag-report sa trabaho . (ANDI GARCIA/JOCELYN DOMENDEN)
